Dr. Richard Lande

Dr. Richard Lande is the Senior Partner of Lande Langford (a law firm based in Canada with offices in Toronto and Montreal). He has practiced surface transportation law for more than 40 years. Richard graduated from McGill University, University of Montreal and Bath University (UK). He was the first Canadian to win the Railway Medal, given by the Chartered Institute of Transport. He has also been a transportation Fellow at Oxford University, as well as a visiting Fellow at the Bureau of Transport Economics in Australia. His legal practice encompasses manufacturers, as well as carriers in Canada and the United States. During his career, he has formed over 20 purchasing groups and among them, one represents some of the manufacturers of the finished vehicles in Canada, such as BMW, Jaguar, Land Rover, Volvo and Subaru. Richard has been the President of National Transportation Week, as well as the Canadian Division of the Chartered Institute of Transport (CIT). He was elected a Fellow of the CIT in 1986 and was conferred the Honorary Fellowship in 2007.

The economic deregulation of buses, airlines, trucking and railways, which took place in the 1980’s in North America has transformed the nature of the trucking industry and the easy entry into this area compared to former times. It has not meant that safety has had its Regulations lessoned. In this seminar, the speaker, Dr. Richard Lande, will share with us an overview on the below areas:
- review the meaning of Regulation, as it pertains to the transportation industry.
- delineate between the stakeholders of the Canadian transportation industry. The requirements to
become a load broker for Canadian provinces are far different than in the US, under the FMSCA.
- explain how certain companies can wear 5 or 6 hats, for example carrier, broker, warehouseman,
international freight forwarder and cross dock agent.
- describe the particular penalties related to truck drivers in Canada, as well as the requirements for
various authorisations. For example, in the Province of Ontario, a Commercial Vehicle Operators Registration Certificate (CVOR), is issued only after a Shareholder or Director of a company, passes the exam at the Ministry of Transport and the truck is subjected to a 36-day safety check.
- identify the contents of prototypical contracts between carriers and manufacturing companies.
- describe the hours of service restrictions for drivers, as well as eLog Book requirements in the
future and the process in Canada of appealing a suspended license or a failed safety audit. 
- describe the future impact of semi-autonomous trucks on the highways (if time allows).
