Highlights

This programme aims to equip students with the latest knowledge and tools in agentic artificial intelligence (AI) governance and risk management that are needed to enhance AI compliance processes and mitigate AI associated risks. It provides an overview of agentic AI governance landscape, National Institute of Standards and Technology (NIST) AI Risk Management Framework (RMF), MITRE Adversarial Threat Landscape for Artificial-Intelligence Systems (ATLAS), agentic AI risk management as well as agentic AI governance operating models. Case studies in agentic AI governance and risk management will be examined.

Programme Details

On completion of the programme, students should be able to

  1. evaluate the global agentic AI risk governance frameworks and AI policies;
  2. assess the risk register for AI agents;
  3. analyse the design of guardrails, control design and agentic AI risk management; and
  4. utilise the agentic AI governance operating models to mitigate AI associated risks.

Syllabus

1. Foundations of Agentic AI
  • Basics of agentic AI - autonomy, tools, data, system access, planning, delegation
  • Agent architectures: permissions & autonomy levels, single-agent vs multi-agent; reactive vs deliberative
  • Typical failure modes: hallucination, goal misalignment, tool misuse, reward hacking

2. Agentic AI Governance Landscape
  • National Institute of Standards and Technology (NIST) AI Risk Management Framework (RMF)
  • Governance models: centralised vs federated; product vs platform governance
  • Global regulatory landscape for AI
  • Internal corporate regulations and AI policy

3. Risk Identification and Risk Scoring for AI Agents
  • Agent-specific threat modelling of MITRE Adversarial Threat Landscape for Artificial-Intelligence Systems (ATLAS) and business impact
  • Simple risk tiers and risk assessment – cybersecurity, safety & ethics
  • Attack surfaces: prompt injection, data exfiltration, tool abuse, supply chain, multi-agent collusion
  • Risk registers tailored to agent behaviours and risk mitigation strategies & contingency plans

4. Guardrails and Control Design
  • Secure-by-design patterns: least privilege, sandboxing, allowlists/denylists, gated tools
  • Prompt and system instruction hardening; policy-as-code
  • Data privacy: statutory duties under the Hong Kong Personal Data (Privacy) Ordinance (PDPO) and global standards, data classification, grounding requirements, privacy impact assessment, documentation of data lineage and usage for audit purposes
  • Data protection: safeguarding personal data through responsible AI use
  • Human-in-the-loop vs. human-in-command

5. Agentic AI Risk Management
  • Runtime monitoring: anomaly detection, policy enforcement, tool-use constraints
  • AI safety and AI assurance: content filters, refusal policies, safe completion strategies
  • Logging, traceability and auditability
  • Kill switches, circuit breakers, rollback and safe-mode operation

6. Evaluation, Testing, and Assurance
  • Agent evaluation plan: functional, safety, security, privacy, resilience
  • Red teaming: prompt injection labs, tool misuse scenarios, jailbreak attempts
  • Simulation and scenario testing for long-horizon tasks
  • Acceptance criteria and go/no-go gates; audit evidence collection

7. Operational Risk Management and Incident Response
  • Model/agent lifecycle management: change control, versioning, drift detection
  • Third-party risk: vendors, plugins, tool APIs, datasets
  • Incident playbooks: data leaks, unsafe action execution, policy violations, outage
  • Post-incident reviews and continuous improvement loops

8. Agentic AI Governance Operating Model
  • Establishing an Agentic AI Governance function: committees, KPIs
  • Governance cadence: risk assessment, control mapping, monitoring plan
  • Policy to practice: designing a governed agent for a real workflow

AWARD

Upon successful completion of the programme, students who have passed the assessment with attendance of no less than 70% will be awarded within the HKU system through HKU SPACE a “Certificate for Module (Agentic Artificial Intelligence Governance and Risk Management)”.

Type of Assessment

Description

Weighting

Continuous Assessment

One 3-hour individual in-class exercise: Students are required to complete the following tasks during lessons: 1) identify agentic AI governance workflows, 2) examine date integration with agentic AI tools and 3) build the initial version of agentic AI governance model. Students are expected to apply critical thinking in using agentic AI governance operating model to produce a report (1000 words).

50%

Final Assessment

A 20-minute group project presentation (15 slides) (3-5 students per group): the presentation covers agent architectures, data infrastructure for the agent and evaluation of agentic AI governance and risk management.
