The first modern library was opened in City Hall in 1962 and so the demand for librarians rose immediately. The DEMS responded by offering Hong Kong’s first librarianship course in Library Techniques in 1960, and later in 1964 organised an award-bearing programme jointly with the Hong Kong Library Association.
