Inclusive education leadership
The Whole School Approach to Integrated Education policy has been implemented since 1997 in response to the implementation of the Disability Discrimination Ordinance. Since then, the legal and policy context has changed with China’s ratifying the United Nations Convention on the Rights of Persons with Disabilities (UN CRPD) in 2008, the revision of HKSAR government’s Persons with Disabilities and Rehabilitation Programme Plan (PDRPP) in 2020 and the requirement that SEN Coordinator (SENCO) should be appointed, and Student Support Team be established in each public primary/secondary school. Inclusive education leadership is needed to meet new professional expectations.
What will you learn?
Students will learn laws, policies, and good practices in relation to inclusive education and diversity management and will develop confidence, competence, and leadership based on both applicable universal and domestic norms.
The Postgraduate Diploma in Inclusive Education Leadership is an internationally ground-breaking, inter-disciplinary, skills-focused programme aiming to cater for the professional training needs of special needs educators, special educational needs coordinators (SENCOs) and school educators/ administrators. The programme will develop educators’ leadership in inclusive education and diversity management in school in the specific legal and policy context of Hong Kong.

Programme Objectives
The programme aims to develop students’ competencies in the practice of disability inclusion in school education in line with applicable universal principles, local policies and laws and good practices of inclusive education, which will ultimately help with the building of disability inclusion ethos and capacity in school and the efficacious implementation of the whole school approach of inclusive education.
Intended Learning Outcomes
On completion of the programme, students should be able to:
- Describe different perspectives and discourses on disabilities and identify key features of the people-centred approach to disability inclusion;
- Identify and explain key universal principles and provisions of disability inclusion from major international and domestic legal instruments and policies;
- Analyse and explain the legal and policy regime governing non-discrimination, universal design, reasonable adjustments, and inclusion in relation to disability;
- Analyse key elements of inclusive teaching and learning and support system for students; develop plans and strategies in line with applicable principles, inclusive education policies and good practices of inclusive education;
- Identify and analyse challenges in the practice of inclusive, non-ableist curriculum, pedagogy, play and activities, evaluate areas for improvement and develop strategies for good practice;
- Apply non-discriminatory, non-ableist communication principles in communicating with students, parents and the wider school community.

Award
Students who complete all 7 modules with over 70% attendance and pass all individual written assessments, quizzes and classwork will be awarded “Postgraduate Diploma in Inclusive Education Leadership“ within the HKU System through HKU SPACE.

Entry Requirements
Applicants shall hold a recognised university degree or an equivalent qualification.
If the degree or equivalent qualification is from an institution where the language of teaching and assessment is not English, applicants shall provide evidence of English proficiency, such as:
- an overall band of 6.0 or above with no subtests lower than 5.5 in IELTS; or
- a score of 550 or above in the paper-based TOEFL, or a score of 213 or above in the computer-based TOEFL, or a score of 80 or above in the internet-based TOEFL; or
- HKDSE Examination English Language at Level 3 or above; or
- HKALE Use of English at Grade E or above; or
- equivalent qualifications.
Applicants with school teaching experience are preferred.
