
Accounting & Finance FinTech and Financial Intelligence
This programme aims to equip students with latest knowledge in innovation and applications of Internet Finance and Financial Technology (FinTech). It also focuses on the overall context in FinTech including regulatory framework, regulatory technology (RegTech), evolving digital technology and mobile commerce in finance.
ECF on Fintech - Modular Exemption
Executive Certificate in FinTech holders are eligible to apply for exemption on Module 1 – Technology Essentials (Core Level) of the Enhanced Competency Framework (ECF) - FinTech qualification.
The ECF-Fintech is a collaborative effort of the HKMA, the Hong Kong Institute of Bankers (HKIB) and the banking sector in establishing a set of common and transparent competency standards for developing a strong Fintech talent pipeline and enhancing the professional competence of existing banking practitioners who are performing functions that involve technological innovation for financial services in Hong Kong’s banking industry. This framework will facilitate banking practitioners to acquire relevant Fintech knowledge and develop professional competencies in the Fintech area more effectively. Please refer to the HKMA Circular on “Enhanced Competency Framework on Fintech” for details.

Ms. Frankie Tam, International Technology Lawyer
Frankie is an international technology lawyer qualified in Hong Kong, New York State, and England and Wales. She has worked in major financial cities including London, Shanghai and Hong Kong in advising on technology legal matters. Frankie recently worked on a significant regulatory technology outsourcing transaction, and advised an international technology client on a high-profile data privacy matter – a project that was awarded Deal of the Year by China Business Law Journal. She obtained her Master of Laws (Corporate) (Distinction) from University College London on the prestigious British Chevening Scholarship, and her business administration and law degrees in Hong Kong. She is a co-founder and Vice-President of the Hong Kong Internet Finance Association and the President of British Chevening Scholars (HK) Association. Frankie is a member of the Hong Kong Government's Buildings Energy Efficiency Disciplinary Board Panel.
Mr. Emil Chan, Honorary Chairman of Start HK
Emil is a FinTech enthusiast with over 20 years experience in managing IT, back office operations and business transformation projects in international financial institutions. He had worked for several sizeable international banks including Credit Suisse and BayernLB as the roles of First Vice President, Head of IT in Asia Pacific, Project Director and Operations Manager Asia Pacific. He has extensive experience in both Business and IT consulting encompassing the design, setup, leading and managing of cross-border projects throughout Asia. Emil is currently the Honorary Chairman of SmartHK, an NGO to promote startups for underprivileged and the members and advisors of several FinTech startups. He is also the adjunct lecturer of FinTech courses for Hong Kong University SPACE, Hong Kong Institute of Bankers, Vocational Training Council, Hong Kong Polytechnic University, Hang Seng University of Hong Kong and Lingnan University . He conducts CPD accredited courses for professional bodies including HK Law Society, HK Institute of CPA, Project Management Institute, etc. Moreover, he compiles and delivers in-house training courses for well known international companies and financial institutions.
In the past 10 years, he participated actively in voluntary community services in related to popularization of technology. He is the founding Chairman of the Association of Cloud and Mobile Computing Professionals, Past Vice President and Supervisory Committee Member of Internet Profession Association (iProA), the Vice Chairman of Hong Kong New Emerging Technology Education Association. He is also the Chairman of Smart City Consortium FinTech Committee, the Vice President and Hon. Secretary of Hong Kong Blockchain Development Association, Council Member of Hong Kong Software Industry Association, Think Tank Member of Dashun Foundation and Committee Member of the Hong Kong Cross Border eCommerce Association. Emil hosts seminars, delivers public speeches and publishes articles of FinTech related topics on media. He has also be interviewed by major media from time to time.
Emil had obtained a bachelor degree on Applied Computer Science from Hong Kong Open University and graduated from the University of Iowa with a Master of Business Administration degree. To facilitate his training skill, he also had obtained the NLP (Neuro-linguistic programming) Trainer Certificate with strong rapport building and story telling or over 20 years.
Mr. Raymond Chan, CEO & Director of an online securities brokerage firm
Raymond Chan is now CEO & Director of an online securities brokerage firm, under a NASDAQ-listed Chinese fintech group. He was first appointed as Managing Director of the fintech group in October 2018 and is responsible for applying financial and virtual bank licenses in Hong Kong, Singapore, Lithuania and China. He is also responsible for “Tech Enabling” businesses in Hong Kong and Southeast Asia markets. In October 2019, Raymond was also appointed the General Manager of a payment fintech under the same group and responsible for applying Electronic Money Institution (EMI) licence and related business and operations in EU Area. In 2020, Raymond was selected “Leader of the Year” by IFTA.
Raymond is well-known as the founder of the first virtual banking, inMotion of CITIC Bank International, launched in Hong Kong before any virtual bank licenses was issued. In 2017, he led the Bank to successfully obtain HKMA’s approval of eKYC and changes of related laws to make it possible. His contributions enable the first ever remote account opening in Hong Kong to accomplish without branch visits, wet signatures and address proofs.
Raymond has been working in the banking industry for more than 25 years and holding management positions in major banks. Before joining 9F, he was General Manager of China CITIC Bank International and Head of Marketing of ICBC (Asia). His career covers all areas in banking including head of e-Business, Marketing, Branch Network, Call Centre, Sales & Distribution, operations and technical services from HSBC, Standard Chartered, ICBC to CITIC.
Raymond received MBA from Chinese University of Hong Kong and BSc (Engineering) from University of Hong Kong. In 2019 and 2020, he studied China Studies Programmes in Tsinghua University and completed with Certificate of Honour. He is a Fellow Member of HKRFP and Full Member of HKIB, HKCS, HKIoD and HKMA and has professional designations include HKRFP, PMgr, CFT (Certified Financial Technologist), CFT® (Certificate in Finance and Technology), CFT (China Banking Association), Shenzhen-Hong Kong-Macau Fintech Professional and Chartered Global Fintech.

Ms Kitty Ng, Corporate Lawyer
Kitty Ng is a corporate lawyer specializing in cross-border corporate transactions. She regularly advises technology companies on venture capital financing and general corporate and commercial matters. She has advised Japanese telecom institutions with respect to their venture capital investments into U.S. startups / early-stage technology companies. Kitty obtained a Master of Laws degree from University of Cambridge under the British Chevening Scholarships and a Bachelor of Laws degree in Hong Kong.
Edmond Lau, Managing Director of Lingfeng Capital
Edmond Lau has 20 years of profound experience in investment, financing and business development, and is currently the Managing Director of Lingfeng Capital focusing on Fintech investment. He was the Head of Innovative Incubation Centre and the Head of Merger & Integration in SF-Express responsible for the establishment, due diligence and management of incumbents and investees. Prior to that, he served as the Head of Investment in FIH Mobile and the Investment Director in CLSA Capital Partners responsible for investment areas like eCommerce, mobile technologies and water resources. Edmond was previously a Vice President in Citigroup and a senior consultant in Accenture providing financing solutions and strategic advices to telecom, media and technology corporations.
Edmond holds an MBA (distinction) from London Business School, a Bachelor of Information Engineering (first class) from Chinese University of Hong Kong, and a Bachelor of Laws from China University of Political Science and Law. He is the founding board member of CFA Shenzhen Association, Co-President of Hong Kong Internet Finance Association, and a former board member of Hong Kong Society of Financial Analysts. Edmond is a CFA and a FRM.
Dr. Jacky Ting, Vice Chairman of The Association of Cloud and Mobile Computing Professionals (ACMCP)
Over the years, Dr Ting has been enthusiastic about conducting research in information management, information science, knowledge engineering, digital transformation, and medical informatics. He had worked for several sizeable corporate with senior position, including the Head of Innovation and Digital Transformation at Milton Exhibits Group, (a leading innovative event marketing services providers around the global), Head of Digital Business and Digital Services Lead of Greater China Region at Cognizant Technology Solutions (HK) Limited (a leading American multinational corporation that provides digital, technology, consulting, and operations services, which is listed in the NASDAQ-100 and the S&P 500 indices: it ranked 195 at Fortune 500), and of AVP/ Practice Leader in Digital Solutions at PCCW Solutions Limited (the largest telecommunications company in Hong Kong that is listed on Hong Kong Stock Exchange SEHK: 0008).
In 2011, he was awarded a Doctor of Philosophy degree with the research topic “Medical Informatics via Artificial Intelligence (AI) and Data Mining” from The Hong Kong Polytechnic University (PolyU). Since March 2013, he has been appointed as an Adjunct Assistant Professor at the Department of Industrial and Systems Engineering, PolyU, responsible for advising the department in areas of digital services, engineering management, logistics engineering and project management. In 2017, he was awarded as ISE Distinguished Alumni and an Associate Fellow at The Professional Validation Centre of Hong Kong Business Sector (PVCBS). His biographical profile has also been selected for inclusion in the IoT Heroes (of GS1 Hong Kong) and Marquis Who's Who in the World® 2015; whereas in 2012, he was honoured with the award of an Outstanding Youth ICT Achiever in the Outstanding ICT Achiever Awards 2012. In collaboration with several scholars at Department of Industrial and Systems Engineering (ISE), PolyU, his ICT works and research outcomes have been presented at 12 international conferences and published in more than 30 international refereed journals, such as Enterprise Information Systems, Knowledge-based Systems, Expert Systems with Applications, Computers in Industry. In addition to his solid academic records, Dr Ting has also won a number of awards in different local and international technology innovation competitions when he was an undergraduate student and PhD candidate at ISE Department of PolyU. Examples of these outstanding awards include: Champion of the Innovative Ideas Presentation Division of Design for Elderly Competition 2012, Champion of Microsoft Imagine Cup 2007, and Runner-up (Towngas Award) of the Hong Kong Institution of Engineers - Safety Specialist Committee (HKIE-SSC) Student Project Competition 2011. He was also a recipient of the Gold Award of the Most Innovative EPC / RFID Application of Hong Kong RFID Awards 2010 U-21 Award, and was invited to introduce his system at the Hong Kong Smart City + Awards Presentation held in Shanghai Expo 2010.

Irene brings a wealth of expertise and leads in various areas such as regulatory technology, wealth management, product compliance, family office compliance & regulatory change governance. She is a talented and seasoned executive with over 14 years of extensive compliance experience in financial sectors including global private bank, commercial bank and insurance company. Ms Lee has spearheaded compliance efforts in the bank’s digitalization and regtech initiatives. Ms Lee’s primary interests lie in the application of regtech solutions in the Greater Bay Area to build the ecosystem for the digital transformation.
Irene is currently the board member of Fintech Association of Hong Kong, head up the GBA and also the board sponsor of both Regtech Committee and Greentech & ESG Committee.
Dr. Kenny Siu, Senior Advisor of Allied Environmental Consultants Limited
Dr Kenny Siu is the senior advisor of Allied Environmental Consultants Limited. He is one of the ESG pioneers in Hong Kong. Dr Siu obtained a professional diploma in building surveying from the Hong Kong Polytechnic University, a master’s degree in business administration from the University of South Australia, and a doctorate degree in economics from Jiangxi University of Finance and Economics. He is a member of the Chartered Institute of Housing Managers and a professional member of the Royal Institution of Chartered Surveyors.

Assessment Criteria
Each module will be assessed by one individual written assignment. All assessments will be in English.

- Fees and places on courses cannot be transferred from one applicant to another. Once accepted onto a course, the student may not change to another course without approval from HKU SPACE. A processing fee of $120 will be levied on approved transfers.
- Receipts will be issued for fees paid but HKU SPACE will not be responsible for any loss of receipt sent by mail.
- For additional copies of receipts, please send a stamped, self-addressed envelope with a completed form and a crossed cheque for $30 per copy made payable to "HKU SPACE". Such copies will normally only be issued at the end of a course.
