Mr Lawrence Tang Fei

Member of the Legislative Council Election Committee constituency, Vice President of the Hong Kong Federation of Education Workers, Member of the Chongqing Municipal People's Political Consultative Conference, Member of the China Overseas Friendship Association, Member of the Chinese Association of Hong Kong & Macao Studies, the Honorary College Advisors of Police College. Served as a member of the Committee on the Promotion of Civic Education, a member of the CDC-HKEAA Committee on Citizenship and Social Development, a member of the Education Commission, a member of Moral, Civic and National Education Committee, and a member of the CDC-Committee on Liberal Studies. He has served as a host and guest commentator on RTHK, TVB, Phoenix TV, Orange News and other media, and has written education and current affairs reviews in major newspapers in Hong Kong. In 2013, he was awarded the Medal of Honour. In 2021, he was elected as a member of the Legislative Council Election Committee constituency.

The Hong Kong Proactive Alignment 155 Framework adopts “proactive alignment and opportunity capture” as its overarching guiding principle, emphasizing the strategic role of education in supporting Hong Kong’s integration into the national development agenda. The framework positions education as a critical lever for fostering human capital, strengthening professional services, and driving innovation-led growth. By underscoring the foundational role of a high‑quality education system, it highlights the importance of talent development in responding to economic transformation and evolving social needs.


Particular attention is given to higher education, professional education, and lifelong learning as strategic pillars for enhancing Hong Kong’s competitiveness and governance capacity. The framework advocates closer alignment between education provision, overall development priorities, and career‑oriented demands, ensuring that learning pathways remain responsive to market and societal needs. Through stronger institutional coordination and policy synergy, education is expected to play a bridging role between development objectives and workforce readiness.
