Recognition of Prior Learning - Information & Communications Technology Industry

Introduction

Recognition of Prior Learning (RPL) is a mechanism under the Qualifications Framework (QF). It aims to enable practitioners with various backgrounds to receive formal recognition of the knowledge, skills and experience already acquired. Aspiring practitioners can determine their starting points for learning and progression based on the qualification levels they have already acquired to minimise the need for repetitious training of the same skills. Employers may also formulate training programmes in respect of the competencies and qualification levels attained by their employees to meet organizational needs.

GUIDING PRINCIPLES

Information and Communications Technology (ICT) industry (Operation & Support) offers 30 RPL qualifications (QF Levels 1 - 3) for practitioners to apply for, including 22 Units of Competencies (UoC) clusters and 8 Vocational Qualifications Pathway (VQP) qualifications.

The UoCs specified in the Specification of Competency Standards (SCSs) of the respective industry will serve as the necessary reference for the RPL assessments. The RPL mechanism will be conducted in the form of clusters of UoCs. Each UoC cluster will spell out the competency requirements of the relevant job type together with the requirements of years of working experience and relevant experience for practitioners’ reference. Practitioners can apply for RPL according to their own competency standards. The VQP qualifications are designed based on competency requirements of the job functions specified on the VQP established by the Industry Training Advisory Committee (ITAC). Combining multiple UoC clusters to form a VQP qualification, and its competency standards are consistent with the competency requirements of the related job functions.

Successful applicants will be awarded a Statement of Attainment.

FORM OF ASSESSMENT

RPL assessments for Information & Communications Technology (Operation and Support) industry can be conducted in the form of:

1. UoC Clusters: 30-minute written test with 20 multiple-choice questions
2. VQP qualifications: 90-minute written test with 60 multiple-choice questions

Recognition of Prior Learning (RPL) Support Scheme

From 1 December 2019, all RPL applicants can apply for full reimbursement of assessment fees in a lump sum after obtaining the Statement of Attainment (SOA). All applications should be submitted within two years from the date of issuance of SOA. Late applications will not be accepted.
