Dr Hung Chung Fun Steven worked as an assistant professor at the Education University of Hong Kong for 10 years, and worked in public education after retirement.

Social psychology looks at political voting behaviors and the political history of Hong Kong usually focuses on the upper levels of the political system, such as government officials, the Executive Council and the Legislative Council. This lecture lays stress on the district administration and reports on the election and voting behaviors of representatives of different local administrative organizations in Hong Kong since the opening of the port.
