This programme is designed to offer a well-rounded education in health services management for contemporary health care managers who desire to enhance their management effectiveness in today's complex health care setting.

Healthcare services have undergone rapid changes in the past few decades. The future of hospitals does not appear encouraging: a decline in government funding and unlikely increase in reimbursement; workforce shortage and downsizing eroding trust between staff and management; constant but justified demands for better quality and safer healthcare from a better informed community. Interrelated to these factors is the out-dated medical equipment and aging physical structure that are in need of significant infrastructure upgrades. While hospital managers find themselves struggling under the increasing demand for better services against declining revenue, they strive to assume strong leadership, accountability, organizational commitment, a willingness to take risks and to improve operational efficiency and market positioning.

This programme is designed for contemporary healthcare managers who desire to enhance their management effectiveness, so that they can be successful in responsible managerial positions in the complex health care setting.

On completion of this programme, the students should be able to:

  • Evaluate advanced management concepts that are applicable in healthcare settings;
  • Apply effective managerial decision-making in planning and implementing healthcare services;
  • Critically examine the political, economic, socio-cultural and financial aspects of the healthcare system;
  • Synthesize techniques of total quality management in healthcare settings to enhance the provision of quality healthcare services; and
  • Be cognizant of the opportunities and challenges of health services management in a complex healthcare setting.

There are 10 modules to the programme. Each module will be delivered in 21 contact hours. There is no set sequence in the module delivery as each of the modules has its unique feature yet interrelates with each other.

  1. Healthcare System and Health Insurance
  2. Health Emergency and Crisis Management, Organizational Safety Management
  3. Health Policy and Hospital Administration
  4. Health Economics & Investment Analysis
  5. Healthcare Finance
  6. Organizational Behaviors
  7. Strategic Marketing
  8. Quality Management
  9. Human Resources Management

All CEF reimbursement should be made, after finishing the course, within four years from the date that the application was approved.

The programme is for those who are engaging in health services management. It is also suitable for healthcare professionals who wish to pursue a career in health services management and administration.

On completion of all the required assessments, the students will be awarded the Postgraduate Diploma in Health Services Management within the HKU System through HKU SPACE.
