The Postgraduate Diploma in Inclusive Education Leadership is an internationally ground-breaking, inter-disciplinary, skills-focused programme aiming to cater for the professional training needs of special needs educators, special educational needs coordinators (SENCOs) and school educators/ administrators. The programme will develop educators’ leadership in inclusive education and diversity management in school in the specific legal and policy context of Hong Kong and Asia.
Students will learn laws, policies, and good practices in relation to inclusive education and diversity management and will develop confidence, competence, and leadership based on both applicable universal and domestic norms.

About Postgraduate Diploma
The Postgraduate Diploma, commonly referred to as a “研究生文凭” in Mainland China, is a qualification awarded by higher education institutions in former Commonwealth countries or regions (such as the United Kingdom, Canada, Australia, New Zealand, Singapore, Ireland, and Hong Kong SAR). It represents a higher level of study pursued after obtaining a bachelor's degree.
Generally speaking, Master's degree programmes emphasize academic scholarship, while Postgraduate Diploma programmes (or “研究生文凭” as commonly known in Mainland China) focus on developing professional application skills. Postgraduate Diplomas carry academic credits, and holders may apply for credit exemptions when enrolling in programmes in other countries or regions (if applicable). However, the extent of credit exemption depends on various factors and is ultimately determined by the university offering the programme.

Programme Intended Learning Outcomes (PILOs)
On completion of the programme, students should be able to
1. Describe different perspectives and discourses on disabilities and identify key features of the people-centred approach to disability inclusion;
2. Identity and explain key universal principles and provisions of disability inclusion from major international and domestic legal instruments and policies;
3. Analyse and explain the legal and policy regime governing non-discrimination, universal design, reasonable adjustments, and inclusion in relation to disability;
4. Analyse key elements of inclusive teaching and learning and support system for students; develop plans and strategies in line with applicable principles, inclusive education policies and good practices of inclusive education;
5. Identify and analyse challenges in the practice of inclusive, non-ableist curriculum, pedagogy, play and activities, evaluate areas for improvement and develop strategies for good practice;
6. Apply non-discriminatory, non-ableist communication principles in communicating with students, parents and the wider school community.
Programme Arrangement
- Three to Four modules in each semester
- Two semesters in each year (November - March & May - August)

Common Enrichment Modules (CEM)
In addition to the credit-bearing modules listed above, students have the unique opportunity to engage in non-credit bearing Common Enrichment Modules (CEM) alongside peers from other postgraduate programmes. These CEMs encompass a diverse range of subjects, including leadership development, communication skills, business and academic writing, and the application of both artificial intelligence (AI). By participating in these modules, students can expand their knowledge and skillsets, gaining valuable learning experiences that will better prepare them for their future careers.
Programme Specific Activities
During the study period, students will have the opportunity to participate in programme-specific activities such as field trips and career talks, all tailored to their individual needs. These activities are designed to foster stronger connections with the industry and provide students with invaluable hands-on experiences in the real business world. This exposure will help students set goals that align with their interests and aspirations. It will also facilitate their future career plans, ensuring they are well-prepared for their professional journeys.
ASSESSMENT
Assessment for all modules is based on continuous assessment and / or final examination. The continuous assessment includes written assignments (paper, essay, or report), group project, and/or presentation. The overall passing mark is 50%.
Award
Upon successful completion of the programme, students who have passed the assessment with attendance no less than 70% will be awarded within the HKU system through HKU SPACE a “Postgraduate Diploma in Inclusive Education Leadership”.

General Entry Requirements
Applicants shall hold a bachelor’s degree awarded by a recognised institution.
If the degree or equivalent qualification is from an institution where the language of teaching and assessment is not English, applicants shall provide evidence of English proficiency, such as:
- an overall band of 6.0 or above with no subtests lower than 5.5 in IELTS;
- a score of 550 or above in the paper-based TOEFL, or a score of 213 or above in the computer-based TOEFL, or a score of 80 or above in the internet-based TOEFL;
- HKDSE Examination English Language at Level 3 or above;
- HKALE Use of English at Grade E or above; or
- Equivalent qualifications (Applicants with other English-language qualifications may also be eligible for admission. Please contact the programme team for advice).
Applicants with school teaching experience are preferred.

The standard ‘Enrolment/Payment Slip’ is designed for students of award-bearing programmes or remaining programmes in a suite of programmes requiring continuing enrolment and it applies to most programmes.

Students should complete the “Enrolment/Payment Slip” which will be made available by relevant programme staff and return the slip to any HKU SPACE enrolment centre or post it to the relevant programme staff with appropriate fee payment.

2. Cheque Or Bank draft
Course fees can also be paid by crossed cheque or bank draft made payable to “HKU SPACE”. Please specify the programme title(s) for application and applicant’s name. You may either:
- bring the completed form(s), together with the appropriate course or application fees in the form of a cheque, and any required supporting documents to any of the HKU SPACE enrolment centres;
- or mail the above documents to any of the HKU SPACE Enrolment Centres, specifying “Course Application” on the envelope. HKU SPACE will not be responsible for any loss of personal information and payment sent by mail.
3. VISA/Mastercard
Applicants may also pay the course fee by VISA or Mastercard, including the “HKU SPACE Mastercard”, at any HKU SPACE enrolment centres. Holders of the HKU SPACE Mastercard can enjoy a 10-month interest-free instalment period for courses with a tuition fee worth a minimum of HK$2,000; however, the course applicant must also be the cardholder himself/herself. For enquiries, please contact our staff at any enrolment centres.
4. Online Payment
Online application / enrolment is offered for most open admission courses (enrolled on first come, first served basis) and selected award-bearing programmes. Application fees and course fees of these programmes/courses can be settled by using "PPS by Internet" (not available via mobile phones), VISA or Mastercard. In addition to the aforesaid online payment channels, new and continuing students of award-bearing programmes with available online service, they may also pay their course fees by Online WeChat Pay, Online Alipay or Faster Payment System (FPS). If the programme/course is starting within five working days, application by post is not recommended to avoid any delays. Applicants are advised to enrol in person at HKU SPACE Enrolment Centres and avoid making cheque payment under this circumstance.

Fees paid are not refundable except under very exceptional circumstances (e.g. course cancellation due to insufficient enrolment), subject to the School’s discretion. In exceptional cases where a refund is approved, fees paid by cash, EPS, WeChat Pay, Alipay, cheque, FPS or PPS by Internet will be reimbursed by a cheque, and fees paid by credit card will be reimbursed to the credit card account used for payment.
- In addition to the published fees, there may be additional costs associated with individual programmes. Please refer to the relevant course brochures or direct any enquiries to the relevant programme team for details.
- Fees and places on courses cannot be transferrable from one applicant to another. Once accepted onto a course, the student may not change to another course without approval from HKU SPACE. A processing fee of HK$120 will be levied on each approved transfer.
- HKU SPACE will not be responsible for any loss of payment, receipt, or personal information sent by mail.
- For payment certification, please submit a completed form, a sufficiently stamped and self-addressed envelope, and a crossed cheque for HK$30 per copy made payable to “HKU SPACE” to any of our enrolment centres.
